Appellants (legal representatives of Dilip Singh) succeeded in declaring ownership of disputed agricultural land in the village of Milawali against the Government and Gram Panchayat in a 2005 suit. Years later, respondent no. 1 claimed the land was allocated to it by government lease in 2001. After respondent's second suit was dismissed, the High Court allowed a review petition, permitting fresh consideration of the case. The Supreme Court held that review jurisdiction does not permit reopening settled substantive issues on merits. The government's claimed title—the central issue decided against it twice—could not be revisited via documents about allocation. The appeal was allowed and the High Court's order set aside.
