The Himachal Pradesh Cricket Association was allotted land to build an international cricket stadium at Dharamshala. After the International Cricket Council inspected the facility and recommended improved accommodation, the Association requested additional land that contained a residential hostel belonging to the Education Department. The hostel was demolished and land allotted to the Association. FIRs were filed alleging criminal conspiracy, criminal breach of trust, and corruption. The Supreme Court quashed the proceedings, holding that the decisions were properly approved by senior government officials and no criminal act or intent was established. The selective prosecution of junior officers while senior decision-makers were not even charged further demonstrated the lack of genuine criminal culpability.
