Three civil appeals challenge the denial of time bound promotional scale benefits to electricity board employees. The appellants, who were appointed through direct recruitment, claimed entitlement to the same promotional scale as promoted employees. The Supreme Court dismissed the appeals, holding that time bound promotional scale benefits are available only to promoted employees under the First Circular and only those promoted in specific categories (those with A.M.I.E. qualifications against reserved posts). Direct recruits cannot claim parity with promoted employees, and the differential treatment based on mode of appointment does not constitute unlawful discrimination or arbitrariness.
