This case arose from a writ petition seeking guidelines for designation of practicing advocates as Senior Advocates in the Supreme Court under Section 16(2) of the Advocates Act, 1961. Related cases also challenged the constitutional validity of that provision. The Supreme Court, after noting that any guidelines would affect designation procedures across all High Courts nationally, concluded that the matter was too important for a two-judge bench to decide. The Court remanded the case for hearing before a larger bench of appropriate strength, to be constituted by the Chief Justice of India after consulting all stakeholders and reviewing existing guidelines in different High Courts."
