The Supreme Court examined whether Maharashtra's 2019 notifications extending 10% reservation for economically weaker sections in postgraduate medical courses could apply to an ongoing admission process that began in November 2018, before the 103rd Constitutional Amendment (introducing Article 16(6)) came into force. The Court held that selection modalities cannot be changed mid-process. Although Article 16(6) permits such reservations, they cannot apply to existing sanctioned seats without additional seats being created by the Medical Council of India. Therefore, the Maharashtra notifications have no effect on the ongoing admission process, protecting candidates selected under the original framework from potential future invalidation.
