The Supreme Court Bar Association sought a writ of mandamus under Article 32 to direct the conversion of 1.33 acres of land allotted to the Supreme Court into chambers for lawyers, and to redesignate surrounding institutional areas as a Supreme Court Complex. The Court held that matters involving change of land use, allocation of resources among stakeholders (lawyers, litigants, and court staff), and institutional management cannot be resolved through judicial intervention. Such administrative issues must be addressed on the Supreme Court's administrative side through consultation with the Bar, rather than through judicial directions.
