The appellant was arrested in May 2019 on charges of fraud and breach of trust under the Prize Chits Money Circulation Scheme. An incomplete charge sheet was filed before the prescribed time limit expired, and he obtained bail under Section 167 of the Criminal Procedure Code. The High Court granted bail but imposed a condition that the appellant could be re-arrested upon filing of the complete charge sheet. The Supreme Court allowed the appeal, holding that the filing of a charge sheet cannot by itself be grounds for bail cancellation or re-arrest. Bail under Section 167 can only be cancelled on other grounds recognized by law.
