The Kerala State Coastal Zone Management Authority challenged the dismissal of its review petition seeking to revoke construction permits issued by the Maradu Municipality and other local bodies in coastal restricted areas. The Court held that construction within 200 meters of the High Tide Line (a no-development zone) cannot be permitted by local authorities without the mandatory concurrence of the State Coastal Zone Management Authority. Permits issued by panchayats in violation of coastal zone management notifications are illegal and void. The appeal was allowed, requiring revocation of all flawed building permits in these critically vulnerable coastal areas.
