The Supreme Court held that the mere existence of an empanelled rank list and vacancies does not justify a mandamus to make appointments. Vacancies arising after the initial requisition must be processed through a separate selection procedure and cannot be combined with the original requisition. The Court set aside the High Court's orders and allowed the appeals, clarifying principles governing mandamus in recruitment matters."
