The insurance company's surveyor assessed the loss at Rs. 2.86 crores using volumetric analysis of the affected yard area rather than the company's inconsistent stock records. The company complained to the consumer forum claiming deficiency in service. The Supreme Court upheld the National Commission's decision, holding that a consumer forum's review of a surveyor's report is limited to checking compliance with professional conduct rules and preventing arbitrary rejection of the report.
