Police constables and head constables from Scheduled Castes/Tribes who appeared for departmental examination to be promoted to Sub-Inspector challenged their exclusion from the select list. They argued that the 50% minimum marks eligibility criterion should be paper-wise (aggregate) rather than subject-wise. The Court held that the statutory rules clearly require 50% marks in each of the four prescribed subjects individually. Merit-based promotion criteria cannot be diluted or compromised. The Court rejected arguments for relaxation citing the absence of express provision for SC/ST candidates and dismissed all appeals."
