This judgment addresses the sealing of residential premises in Delhi misused for commercial activities. The Court established that sealed premises may be de-sealed if owners undertake to use them only for residential purposes, subject to conditions including filing affidavits, identifying responsible persons, and depositing conversion charges. Henceforth, affected persons need not file statutory appeals but may approach the Monitoring Committee directly upon depositing Rs. 1,00,000/-. The Court reaffirmed that no legislative enactment or executive action can override Court orders protecting the rule of law, and transferred constitutional challenge writ petitions back to the Supreme Court for expeditious hearing.
