Maharashtra Public Service Commission challenged a High Court order that allowed candidates with research and development experience in drugs to apply for Assistant Commissioner (Drugs) and Drug Inspector positions. The Supreme Court held that the clear eligibility criteria in the advertisement could not be overridden by an expert committee's subsequent actions. A preference clause for research experience does not render research-only candidates eligible—it merely means candidates with mandatory manufacturing and testing experience who also have research background could be preferred. The Court set aside the High Court's interpretation and allowed the Commission's appeal."
