The Supreme Court examined whether Shristi Singh met the experience requirement for recruitment as a Drug Inspector. The position required 18 months' experience in testing substances under Schedule 'C' of the Drugs and Cosmetics Rules, 1945. Singh submitted two experience certificates: one from Alpa Laboratories (issued 05.03.2014, no mention of Schedule 'C' drugs) and one from Mylan Laboratories (13.04.2014 to 01.03.2015, only 11.5 months). A second Alpa certificate dated 17.03.2015 claimed Schedule 'C' experience but was issued after her application date and documented unpaid work. The Court upheld UPSC's rejection, finding the applicant had not fulfilled the mandatory 18-month requirement in an approved laboratory.
