Manipal University, a Deemed University operating medical colleges with a history of admitting more NRI students than the Supreme Court's prescribed 15% limit, was directed by the Medical Council of India (MCI) to forfeit 103 NRI seats over 2005–2008 to offset past excess admissions. The Court held that the MCI lacked jurisdiction to regulate NRI quota allocations, which fall outside Section 10-A of the Medical Council Act. The direction was declared ultra vires and without jurisdiction. The Court emphasized that statutory authorities cannot indirectly accomplish what they cannot do directly, and that Deemed Universities fall under UGC governance. The appeal was allowed.
