The Medical Council of India challenged a High Court order quashing the government's decision to deny renewal of permission to Lord Buddha Educational Society's medical college for the 2018–19 academic year. The college had been granted conditional permission to admit 150 MBBS students annually, subject to removal of deficiencies. On inspection, the college's teaching faculty deficiency was 21%, resident shortage was 24.48%, and bed occupancy was 33%—all falling below the regulatory thresholds in the Establishment of New Medical College Regulations, 1999. The Supreme Court held that Regulation 8(3)(1)(a) bars compliance verification when such gross deficiencies are found, and this bar applies even when a prior Court order had directed inspection. The Court clarified that its previous direction to inspect and permit compliance did not contemplate overriding the regulatory prohibition when deficiencies were gross. Setting aside the High Court's order, the Court allowed the appeal and upheld the government's denial of renewal.
