The Supreme Court held that the High Court erred in quashing the Government of India's order denying renewal permission and recognition to four medical colleges for the 2018-2019 academic year. The Court upheld that when deficiencies in faculty, residents, or bed occupancy exceed prescribed regulatory thresholds, colleges cannot claim opportunity to rectify them in the same year. Recommendations of the Hearing Committee are not binding on the MCI. The Court deferred to expert inspectors' factual findings and rejected colleges' self-serving website claims about bed occupancy. However, for one college seeking recognition (not renewal for admission), the Court remanded to allow the MCI to consider the compliance submission submitted for recognition purposes, separate from denial of admission permission for 2018-2019. Appeals were allowed; colleges may reapply for 2019-2020.
