The Medical Council of India challenged a High Court order allowing a medical college to admit students despite multiple inspection-identified deficiencies. The Supreme Court held that High Courts cannot override expert inspection reports or issue interim orders mandating admission permission when deficiencies exist. The court found the High Court wrongly relied on a government approval order that was itself issued only in compliance with an interim order previously set aside by the Supreme Court. The court reaffirmed that it will not sit in appeal over expert regulatory assessments and that compliance cannot be presumed from paper claims without independent verification. The appeal was allowed and the High Court order was set aside.
