The appellant was appointed as a Rehbar-e-Taleem (RET) teacher in 2007 under a scheme to provide teaching guides in Jammu & Kashmir schools. The fifth respondent challenged the appointment, contending the appellant belonged to village Chak Koura, not village Bakore where the school was located. The Supreme Court upheld the appointment, finding the appointment valid based on a bona fide decision to prepare a combined list for two adjacent villages, one of which had no school. The Court also held that the fifth respondent's four-year delay in challenging the appointment, plus the lapse of sixteen years since the Select List was prepared, disentitled her from any relief.
