Candidates who applied for direct recruitment to positions of Administrative Officer and Assistant Assessor in Delhi Municipal Corporations challenged the respondents' decision to fill vacancies through promotion and deputation quotas. The Court held that applicants for direct recruitment have no vested right to appointment merely from responding to an advertisement or appearing on a merit list. Since the applicable recruitment rules prescribed filling 50% of posts by promotion and 50% by deputation (with direct recruitment only as a fallback), the Municipal Corporations properly followed these rules. The Court dismissed the appeal, finding the candidates have no legal right to dispute the authorities' compliance with statutory recruitment procedures.
