The appellants, employees of the dissolved Bihar Intermediate Education Council who had worked for 23 years, sought absorption into the Bihar School Examination Board. The Repeal Act of 2007 mandated a statutory scheme for employee adjustment. A 3-Member Committee prepared a Report, on which the Government issued a Resolution. However, the Board constituted a second Committee that contradicted the first Report. The Supreme Court held that once a statutory committee submits a report under the Act, the Government must act on it without requiring further committees. The Court directed the State Government to reconsider the appellants' case based on the original Report and Resolution within two months.
