The original advertisement prescribed a CCC (Course on Computer Concept) certificate or equivalent as mandatory. The selection process illegally accepted self-declarations by unqualified candidates claiming equivalence, without any verification by the recruitment agency. The Court held that equivalence cannot be determined by self-certification; the employer must verify qualifications against the CCC syllabus. The Division Bench's judgment restoring the flawed select list was set aside. The Single Judge's order requiring redrawing the list to include only properly qualified candidates was restored, upholding constitutional principles of equality and equal opportunity in public employment.
