The Municipal Council, Raghogarh demanded external development charges from National Fertilizers Limited and Gas Authority of India Limited for lands allotted to them within municipal limits. The respondents challenged this via civil suits. The trial court favoured the respondents, the High Court initially reversed but later, on remand, affirmed the trial court's decision. The Supreme Court held that external development fee notifications apply only to colonizers and individual developers, not to Central Government public sector undertakings that develop housing exclusively for their employees and maintain all civic amenities themselves. The appeals were dismissed as meritless."
