The Supreme Court dismissed appeals challenging a High Court order that invalidated the removal of candidates from a select list for the position of Gram Rojgar Sahayak in Madhya Pradesh. The original recruitment was governed by state-wide guidelines requiring computer qualifications but not a computer efficiency test. A district collector introduced this test via a revised time schedule issued mid-recruitment. Candidates already on the merit list failed the test and were removed. The Court held that candidates cannot be estopped from challenging a criterion not in the original guidelines merely by appearing in the test—the revised schedule was administrative implementation, not a modified recruitment notification.
