In this writ petition concerning Assembly member participation in legislative proceedings, the Court addressed whether to exhaustively determine constitutional principles at the interim relief stage. The Court held that constitutional principles should not be comprehensively enumerated unless absolutely necessary to resolve the case. Substantive constitutional questions would be deferred to later proceedings. As an interim measure, the Court directed that 15 Assembly Members need not be compelled to participate in ongoing House proceedings but could voluntarily choose whether to participate or remain absent, pending further orders.
