Two candidates with B.Ed. degrees in Biological Science and Double Main B.Ed. (Biological Science and Physical Science) applied for High School Assistant posts requiring Natural Science qualifications. Though they passed the written test, their results were withheld due to qualification mismatch. Later, Government Orders recognized their degrees as equivalent to the required qualification. The High Court rejected their claims, holding equivalency orders cannot operate retrospectively. The Supreme Court allowed their appeals, holding that equivalency orders are clarificatory, confirming the existing nature of degrees from when obtained, not changing rules mid-way. Candidates shall be appointed if they qualify.
