The case concerned implementation of reservation policies for in-service doctors in Super Specialty Medical Courses for the 2020-2021 academic year in Kerala and Tamil Nadu. The Supreme Court held that counselling for these courses shall proceed without reservations for in-service doctors for 2020-2021. Although the Kerala statute and Tamil Nadu executive order mandated such reservations, they could not be implemented mid-stream once candidates had competed on the basis of no reservation announced in the information bulletin. The Court found it impermissible to change admission rules after the examination had been held and results declared. The decision applied only to the 2020-2021 batch, allowing the larger constitutional questions to be heard in February 2021."
