The Supreme Court held that the institution's incomplete application form, submitted without the required affiliation certificate (which was obtained only after the deadline), could not justify granting recognition. Additionally, the absence of a parent hospital with minimum 100 beds disqualified the institution under Indian Nursing Council guidelines. The appeal was dismissed as regulatory requirements were not satisfied."
