Sub Fire Officers working for the Punjab State Electricity Board (PSEB) sought pay parity with Head Clerks and Internal Auditors, all classified in the same Group XII. The High Court granted them parity. The Supreme Court reversed this, holding that mere grouping in the same category does not establish entitlement to equal pay. Parity requires wholesale identity in recruitment mode, nature of work, duties, responsibilities, and status. The Court emphasized that employees claiming parity must prove similarity and that pay determination is an executive function beyond judicial interference. Absence of wholesale identity between the posts meant discrimination could not be established under Article 14.
