Punjab State Electricity Board contracted with Megh Raj Bansal for construction of 184 quarters with ancillary works. An Arbitrator awarded Rs. 6,63,255 with 18% interest in 1987. The Sub-Judge rejected the application to make the Award Rule, but the High Court reversed this without a reasoned order addressing the Sub-Judge's grounds. The Supreme Court found the High Court's order unreasoned and lacking judicial reasoning, setting it aside and remitting the matter back to the High Court for reconsideration and expeditious decision within three months.
