Punjab State Electricity Board contracted with Megh Raj Bansal for construction of 184 quarters at Ropar. An arbitrator awarded Rs.6,63,255 plus 18% interest to Bansal, but the Sub-Judge dismissed Bansal's application to make the award enforceable. Bansal appealed to the High Court, which set aside the Sub-Judge's order. The Supreme Court held that the High Court's order was unreasoned and did not address the Sub-Judge's grounds for dismissal. The Supreme Court set aside the High Court order and remitted the case back for the High Court to reconsider with proper reasoning.
