The Punjab Urban Planning and Development Authority sold a plot to the respondents for residential construction under a scheme. After the respondents started construction, the Authority stopped the work and despite repeated requests failed to permit resumption for over a year, causing financial and mental hardship. The District Forum, State Forum, and National Consumer Commission all found the Authority guilty of deficiency in service and awarded compensation of Rs.1,13,476/-. The Supreme Court upheld these concurrent findings, holding that the Authority's unjustified obstacles and admitted delays were entirely responsible for the losses, and dismissed the Authority's appeal with additional costs of Rs.10,000/-.
