The Supreme Court examined whether a Press Note permitting corrections to recruitment application forms could retrospectively shift eligibility dates for Ex-servicemen applicants. Army personnel who were ineligible on the last application date sought to change their category post-examination after issuing a Press Note. The Court held that a Press Note limited to correcting errors and changing between existing reserved categories cannot alter fundamental eligibility criteria. The High Court erred in treating the Press Note as shifting eligibility from the application date to the Press Note date. The Court allowed the appeal, protecting those already appointed under the High Court's order while preventing further appointments on that basis.
