The Rajasthan Public Service Commission challenged a High Court order that expanded eligibility criteria for ex-servicemen recruitment in state services based on a Press Note. The Supreme Court held that the Press Note was intended only to allow corrections in already-submitted application forms, not to alter eligibility dates. Army personnel retiring within one year were not eligible under original rules. The Court allowed the appeal while providing that candidates already appointed and joined under the High Court's order could continue, but prohibited further appointments based on that interpretation.
