A candidate applied for the post of Instructor (Fitter) in a Government Industrial Training Institute in Uttar Pradesh but was rejected on the ground that his qualifications did not match the prescribed NCVT certificate requirement. The candidate had completed three related vocational courses (basic Mechanical Trade Fitter course, General Module, and Metrology/Engineering Inspection Module). The Supreme Court held that prescribed educational qualifications need not be in a single certificate; composite qualifications meeting NCVT standards are permissible. Since the State itself had recognized these modules as equivalent to conventional training, the rejection was invalid. The appeal was allowed and the State was directed to appoint the candidate within two months.
