Daily rated employees of the Gujarat Water Supply and Sewerage Board sought pay scale and benefits under Government Resolutions of 1991–92, claiming discrimination since other employees received such benefits. The Board had formally adopted only the parent Resolution of 1988. The Supreme Court held that the Board, being autonomous, was not bound to automatically adopt subsequent resolutions without formal adoption. Since no formal adoption occurred, employees were not entitled to claim such benefits. Invoking Article 14 to perpetuate an inadvertent mistake made by some zonal offices was impermissible. The appeals were dismissed.
