Telephone Operators at the Delhi Fire Service were converted to Radio Telephone Operators in 1983 following a reorganization of the wireless communication system. The conversion required 5 years of service, specialized training, and resulted in higher pay. The appellants claimed entitlement to Assured Career Progression benefits, but the government treated the conversion as a promotion, denying those benefits. The Court held that the triple criteria—minimum service period, specialized training, and significantly higher emoluments—constituted a promotion under service law principles, not mere reorganization. Therefore, the appellants were not entitled to Assured Career Progression benefits, as that scheme applies only where promotional avenues are lacking.
