Respondent No. 1 was appointed as a Field Supervisor at Orissa University of Agriculture and Technology. The University's Registrar issued an order on 16th March, 1979 treating Field Supervisors as Teachers. Two conflicting High Court Division Benches reached opposite conclusions on whether this declaration made the position equivalent to that of a Teacher. The Supreme Court held that while a formal declaration by the University with prior Board approval is required for equivalence, the Registrar's 1979 order, never withdrawn or rescinded, remains valid and binding. The declaration for one purpose applies to all purposes, entitling the respondents to all benefits of Teachers. The appeals were disposed of accordingly.
