Supreme Court of India 2018-05-03 disposed

Richal & Ors. etc. etc vs Rajasthan Public Service Commission & Ors. etc. etc

Bench: 2 — Ashok Bhushan

In Brief

The Rajasthan Public Service Commission conducted a School Lecturer Exam with over 13,000 vacancies. After publishing an answer key, numerous candidates challenged its correctness through writ petitions, leading to deletion of 18 questions and correction of others by an Expert Committee. Appellants contested the Expert Committee's report, alleging 13 questions were wrongly deleted and others remained incorrect. The Supreme Court upheld the Expert Committee's revised answers after independent review, finding no demonstrable error in the disputed questions. The Court held that answer keys are presumed correct unless clearly proven wrong by authoritative sources, and courts defer substantially to expert opinion. The Court directed the Commission to revise results of all candidates based on the corrected key, extending benefits to those who did not litigate.
