U.P.P.S.C., through its Chairman & Anr vs Rahul Singh & Anr

Bench: 2 — Deepak Gupta

In Brief

The U.P. Public Service Commission challenged a High Court judgment that questioned three answers in its preliminary examination answer key for upper subordinate services recruitment. The Supreme Court held that courts must exercise restraint in academic matters and defer to expert committees unless answer keys are patently wrong without inferential reasoning. The Court found the Commission had properly moderated answers through expert committees before publication and again reviewed objections through a 26-member panel. Setting aside the High Court judgment, the Court emphasized that judges lack academic expertise and should not substitute their judgment for expert opinion, particularly where textbooks support the Commission's position and lengthy reasoning is needed to evaluate competing answers.
