The appellants, former employees of the Mumbai Metropolitan Region Development Authority, sought land allotment as members of a cooperative housing society. The Authority initially approved allotment in 1997 but later issued a fresh allotment letter in 2003 based on a new government resolution with different eligibility criteria. The new allotment required members to be in service on the date of the fresh allotment letter (11.12.2003). The appellants, no longer employed by that date, were excluded as ineligible. The Supreme Court upheld the exclusion, holding that the 2003 allotment was a fresh allotment not bound by the 1997 criteria, and that the Society had itself accepted the new eligibility standards. The appeal was dismissed."
