The schemes involved converting non-accident injuries to road accidents, creating fake vehicle documentation, and filing duplicate claims across jurisdictions. The Court recognized the need for coordinated prevention measures including mandatory accident reporting compliance, constitution of investigation teams in all states, and database integration using existing VAHAN and SAARTHI portals. Before issuing pan-India directions, the Court sought recommendations from the Ministry of Transport to develop comprehensive remedial and preventive measures against this organized fraud menace."
