Ninety-one medical students admitted in 2018 to an Uttarakhand college were originally charged fees of Rs 4-5 lakhs annually. A regulatory committee later fixed higher fees of Rs 9.78-13.22 lakhs per annum and applied them retrospectively to 2018, claiming outstanding fees. The students challenged this in the High Court. While their petition was pending, they completed their degree and internship but could not obtain their original documents to pursue postgraduate studies. The Supreme Court held that an equitable interim arrangement was necessary: students who had substantially paid could recover their documents upon depositing an additional Rs 7.50 lakhs each and furnishing an undertaking to pay any balance if the High Court ultimately ruled against them."
