Sannarangappa challenged the constitutional validity of Section 15 of the Karnataka Highways Act, 1964, arguing that land acquisition without prior hearing was unfair. The Supreme Court upheld the provision, finding that the Act provides meaningful opportunity for objection at the earlier stage of fixing highway boundaries under Section 7(2). Once that stage is completed, subsequent acquisition under Section 15 becomes a procedural consequence requiring no further hearing. The Court also declined to examine Section 28 compensation provisions after the State assured that awards would comply with the Land Acquisition Act, 1894 and the 2013 Act, including additional compensation and solatium. The appeal was dismissed with no order as to costs."
