SMT. VIDYA K. & ORS vs STATE OF KARNATAKA & ORS

Bench: 2 — Pamidighantam Sri Narasimha, Aravind Kumar

In Brief

The Karnataka Public Service Commission advertised 18 posts of Home Science lecturers for Government First Grade Colleges without specifying subject-wise specializations. A respondent challenged the notification in the Administrative Tribunal, arguing that subject breakups within Home Science should have been mentioned. The Tribunal and High Court quashed the notification, reasoning that Home Science is a stream not a subject, and specializations matter. The Supreme Court reversed this, holding that for undergraduate education, Home Science is the subject itself—specializations only matter for post-graduate studies. The governing Rules require only a Master's Degree in Home Science; they do not mandate subject-wise splits. The Court affirmed the recruitment and appointments.
