Star Wire (India) Vidyut Pvt. Ltd. sought to challenge the fourth amendment to Haryana Electricity Regulatory Commission regulations governing tariff determination for renewable energy sources. The High Court declined to examine the merits of the writ petition. The Supreme Court held that the High Court erred by failing to consider substantive grounds of challenge. The Court found that a writ petition under Articles 226/227 of the Constitution is the appropriate remedy to challenge regulatory amendments, and that the High Court must address all relevant aspects of the matter and deal with them according to law. The appeal was accordingly allowed and the High Court's judgment set aside.
