A candidate applied for the post of Constable in Bihar Police but did not submit a photocopy of his NCC 'B' certificate with his application, although the advertisement required it. He submitted the certificate years later, after the physical test. A select list initially awarded him marks including five additional marks for the NCC 'B' certificate, but the appointing authority rejected these additional marks as the certificate was not submitted as required. The High Court directed his appointment with the full marks. The Supreme Court allowed the appeal, holding that candidates must strictly comply with advertisement requirements and submission deadlines. Documents submitted after the cut-off date cannot be considered, even if included in a select list. The judgment was restored in favour of the State.
