In Brief
The State of Haryana sought to acquire 129 kanals 14 marlas of land in Lakharpur village for the expansion and development of Surajkund Tourist Complex. The developer, Eros City Developers, opposed the acquisition arguing promissory estoppel and legitimate expectation based on earlier approvals for a hotel project. The High Court quashed the acquisition. The Supreme Court held that development of tourist infrastructure is a valid public purpose. The doctrine of promissory estoppel cannot override public interest when the government makes a genuine public purpose decision. The Court set aside the High Court's order and allowed the State's appeal.
