In Brief
The State of Jammu and Kashmir appealed against a High Court order that had dismissed its challenge to the appointment of Mohammad Mehraj-Ud-Din Khan in the Kashmir Administrative Service, and had imposed costs and initiated contempt proceedings against the State. The Supreme Court held that given the State's earnest efforts to comply with the judgment, its belated but apologetic stance, and assurance to pay arrears before the respondent's retirement, the contempt proceedings should be dropped and the cost order vacated. The appeal was partly allowed accordingly.
