A CISF Inspector was transferred in 1993 but failed to report for over two years due to an accident. Disciplinary proceedings followed, resulting in his removal from service. The High Court found the punishment disproportionate and quashed it, but denied back wages. The Supreme Court modified the punishment from removal to compulsory retirement and granted retiral benefits from the date the government withheld reinstatement (June 2007), not from the original removal. The respondent subsequently superannuated in 2010.
